The operational problem
When the Prophet of Regret’s fleet emerged above Earth in October of twenty-five fifty-two, it had not arrived with the strength required to conquer humanity’s homeworld. It had come seeking a Forerunner destination, encountered a defense network far larger than expected, and improvised. Covenant boarding parties attacked orbital platforms. Warships forced a breach. The assault carrier Solemn Penance descended over New Mombasa and began deploying troops around the buried portal that Regret actually wanted. From the streets below, it looked like a planetary invasion. From the command deck, it was a reconnaissance failure converted into a violent raid. That distinction matters because a planetary invasion is not one event. It is a sequence of permissions taken from the defender. The attacker must gain permission to enter the system, survive in orbit, move through the atmosphere, land combat power, keep that force supplied, and prevent the defender from reorganizing. Only then can an army begin controlling routes, infrastructure, resources, and people. A fleet may skip some steps through surprise or overwhelming strength, but it cannot abolish them. Every shortcut creates a dependency that the defender can attack.
The first question is therefore not how many troops the invader can land. It is why the force has come. A Covenant fleet seeking a Forerunner relic needs excavation teams, security, translators, engineers, and time. A fleet ordered to exterminate a human population needs freedom to conduct orbital bombardment and enough ground presence to secure anything that must be recovered first. A Banished force seeking territory or resources needs workshops, checkpoints, storage, and a political arrangement that keeps subordinate clans cooperating. The objective determines whether the campaign ends with withdrawal, glassing, exploitation, or occupation. Long before the first capital ship appears, reconnaissance should be shaping the operation. Scouts identify orbital platforms, patrol routes, communications relays, spaceports, power stations, command centers, and likely landing zones. Signals intelligence reveals which headquarters speaks to which fleet. Traffic patterns show where civilian and military shipping concentrate. Small craft, stealth vessels, probes, infiltrators, and local collaborators can all contribute. The best invasion begins with a map of the defender’s nervous system, because paralyzing that system is cheaper than fighting every unit connected to it.
Slipspace arrival then creates the first period of danger. A force may emerge at an unexpected distance, with ships separated in space or time. The defender may receive only minutes of warning, or may have watched the approach through remote sensors. The attacking commander must establish position, identify what has changed since the intelligence was collected, and decide whether the original plan still applies. A fleet that arrives in perfect order can begin concentrating immediately. A fleet that arrives scattered may spend its opening minutes trying to become the force described in its own operations order. The defender faces the same uncertainty from the opposite direction. Sensor operators must separate hostile contacts from civilian traffic and natural interference. Fleet headquarters must determine whether the arrival is a raid, the advance guard of a larger force, or a diversion intended to draw ships away from another objective. Civil authorities want to know whether to begin evacuation. Military commanders want traffic cleared from firing lanes. Intelligence officers want one more confirmation. The enemy, regrettably, is not required to wait until the paperwork reaches consensus.

Organization and command
The attacker’s first operational requirement is usually local space control. That does not always mean destroying every defending ship. It means preventing the defender from interfering with the next phase. Human frigates may be driven away from the landing corridor. An orbital fighter screen may be suppressed. Communications ships may be destroyed or jammed. Civilian transports may be trapped in port. A stronger fleet can establish a wide zone of control. A weaker but well-positioned force may hold only one approach long enough to insert troops or recover an artifact. Fixed orbital defenses complicate the problem because they combine large weapons with prepared positions. Humanity’s major fortress worlds used orbital platforms to create engagement areas that could punish even Covenant warships. Those platforms still depended on sensors, communications, power, ammunition, and personnel. Reach’s orbital guns drew power from generators on the surface. This made the planetary defense network a single combined system. A fleet battle above the world could be decided by soldiers fighting around a power complex far below it.
An invader can attack that network directly or indirectly. Warships may engage platforms from range, use shields and maneuver to absorb or evade fire, or concentrate on one section of the grid. Boarding parties can plant demolition charges, seize control spaces, or disable weapons from inside. Electronic attack may break targeting links. Ground forces may strike generators, relays, or command centers. The goal is not always to destroy the entire defense. It is to open a seam wide enough for ships and landing craft to pass through. Earth’s defense in twenty-five fifty-two showed how narrow such a seam could be. Covenant forces boarded stations and attempted to destroy them with bombs, while the defending fleet fought to keep the grid intact. Regret’s ships did not gain uncontested control of the planet. They forced a passage and exploited it quickly. That was enough to place an assault carrier over New Mombasa, but not enough to make Earth conquered. A breach is an opportunity. Occupation begins only if the attacker can keep widening it.
Once ships can operate near the planet, control of the atmosphere becomes the next contest. Fighters and interceptors challenge dropships. Surface-to-air weapons threaten predictable approaches. Weather, terrain, cities, and industrial emissions interfere with sensors. The attacker may use strike craft to suppress defenses, insert special forces to destroy anti-air sites, or land beyond the defended zone and approach over ground. Orbital superiority makes these operations easier. It does not make the atmosphere empty. Landing zones are selected for purpose, not scenery. A force may need a spaceport, a power plant, a communications hub, a bridge network, an excavation site, or ground suitable for heavy vehicles. Flat open terrain helps aircraft but exposes troops. Cities offer infrastructure and concealment but channel movement through streets and create civilian complications. Mountains can protect a site while limiting reinforcement. A landing zone is valuable because of what it connects to. A patch of ground with no road, objective, or defensible perimeter is simply a place to become surrounded.

Movement, supply, and information
The first wave is usually built to create a lodgment rather than finish the campaign. Scouts mark threats. Special operations personnel attack command nodes. Infantry secures the immediate perimeter. Engineers clear obstacles and prepare landing areas. Anti-air and anti-vehicle weapons protect the force while heavier assets arrive. Covenant deployments could use drop pods, Phantoms, Spirits, gravity lifts, and other insertion methods depending on the ship and mission. Banished dreadnoughts add a particularly direct answer by deploying prefabricated drop-bases and supporting systems from above. The first units on the ground accept disproportionate risk. Their supporting fleet may be busy fighting in orbit. Their dropships may not return. Communications may be jammed, and the maps may be wrong. If the landing is contested, every disabled aircraft can block the route needed by the next one. The first wave must therefore move quickly enough to prevent the defender from concentrating, but carefully enough to avoid outrunning its own support. An officially secure landing zone often means enemy fire has become intermittent enough for the pilots to complain at a lower volume.
A foothold becomes useful when it can protect follow-on forces. Heavy infantry, armor, artillery, engineers, repair crews, medical personnel, and command elements then move through the corridor. Covenant forces might combine Sangheili leadership and assault troops with Unggoy formations, Kig-Yar scouts and security elements, Lekgolo heavy support, and other species suited to the mission. Those roles varied by fleet and era. The important point is organizational. A planetary army requires more than the units most visible at the front. Armor and artillery expand the perimeter. Aircraft patrol routes between the landing zone and the objective. Engineers establish power, communications, barriers, and repair sites. Logistics units sort ammunition and fuel or energy supplies. Medical teams organize casualty movement back toward ships or field facilities. The attacker also begins adapting local infrastructure. A captured road, rail system, warehouse, or reactor reduces what must be brought from orbit. Destruction may be easy. Replacing the destroyed system is what separates a raid from a sustained campaign.
The supply chain remains vertical at first. Ships in orbit carry replacement troops, munitions, vehicles, food, medical stores, and technical support. Dropships and cargo craft move those supplies down, then carry wounded personnel, prisoners, intelligence, and recovered artifacts back up. Every link can be attacked. A surviving surface battery can close an approach. A defender can mine a landing zone, ambush convoys, destroy fuel stores, or force transports to use longer routes. The invader may control the sky and still discover that the last kilometer to the front is where the campaign is being lost. Command arrangements become harder as the force spreads. The naval commander controls orbital maneuver and may retain authority over the overall operation. Ground commanders need freedom to react to terrain and resistance. Religious officials, intelligence officers, or political leaders may impose priorities that make military sense only from a considerable distance. Covenant commanders often had to balance operational requirements against the demand to preserve or recover Forerunner relics. Banished leaders must coordinate clans and subordinate commanders whose loyalty may depend on victory, reward, or personal authority.

Doctrine and field application
Communications connect those layers until the enemy breaks them. Orbital relays provide wide coverage. Ground nodes link dispersed formations. Artificial intelligences or Covenant systems fuse sensor tracks and targeting data. The defender attacks those links because isolated units are easier to defeat. The invader responds with redundant relays, patrols, authentication, and local initiative. A force that cannot communicate may still be dangerous. It is simply dangerous in several unrelated directions, which is less useful than military brochures generally imply. Orbital fire support gives the attacker its heaviest advantage. Ships can strike fixed defenses, troop concentrations, airfields, and infrastructure beyond the reach of most ground weapons. Yet bombardment is constrained by target identification, friendly forces, desired artifacts, civilian presence, political orders, and the risk of destroying what the invasion was meant to capture. Energy projectors can devastate large areas, but not every campaign begins with indiscriminate fire. The commander must decide whether the objective is worth preserving and how much resistance can be removed without removing the objective as well.
This is why Covenant armies often landed before a world was glassed. Human records sometimes make the sequence appear irrational. If extermination was the final policy, why risk troops on the surface? The answer was usually that the Covenant wanted something first. Luminaries indicated Forerunner material. Commanders sought navigation data, prisoners, intelligence, or access to protected sites. Religious restrictions could forbid damaging sacred structures. Once the desired object was secured, lost, or judged unreachable, the military logic changed. The ground campaign could end and orbital destruction could begin. Reach illustrates nearly the full sequence. Covenant forces infiltrated the planet before the defenders understood the scale of the attack. The hidden supercarrier Long Night of Solace supported a concealed advance operation while ground forces disrupted communications and established access. When the threat became clear, the defenders attacked the invasion network, including the spires tied to the carrier. Destroying the supercarrier removed one major platform, but the victory revealed the larger fleet approaching the system. A successful counterattack had solved the first invasion and announced the second.
The main Covenant assault then turned the planet into an integrated space and ground campaign. Orbital defense platforms inflicted heavy losses while their generators became critical surface objectives. Covenant landing forces attacked those dependencies, established positions, and expanded the battle across military and civilian areas. Human units fought local actions that protected generators, evacuated personnel, preserved intelligence, or delayed advances. Those successes mattered. They could not restore orbital control once the larger defense system began collapsing. Earth offers a different case because Regret’s initial force did not possess the strength or preparation for full occupation. It breached the defense grid, landed troops, and secured a zone around New Mombasa while searching for the portal. Human forces contested the city and its approaches. When Regret withdrew through slipspace, many Covenant troops were left behind. The fleet’s ability to leave did not become the ground army’s extraction plan. The result was a violent penetration and local occupation, not control of the planet.

Friction, failure, and adaptation
Arcadia and Meridian show why ground campaigns could persist even when destruction remained available from orbit. On Arcadia, Covenant forces attacked population centers while pursuing Forerunner sites, and evacuation became inseparable from the battle. On Meridian, civilians, militia personnel, and military forces confronted an invasion shaped by excavation and the search for buried technology. In both cases, the attacker’s interest in what lay below the surface created time and space for resistance. Ancient technology repeatedly turned straightforward extermination into a complicated engineering project with people shooting at the engineers. The defender’s strategy changes as each layer is lost. Before the enemy controls orbit, fleets and platforms try to prevent landing. After a breach, aerospace forces and surface defenses attack transports. Once a lodgment forms, ground units target its perimeter, supply routes, and command nodes. If occupation becomes unavoidable, the priorities shift toward evacuation, intelligence denial, sabotage, preservation of forces, and organized resistance. The campaign is not over merely because the original defense plan failed. It has entered a less favorable phase.
Civilian evacuation is one of the hardest operations inside that phase. Spaceports have finite capacity. Transports require fuel, crews, loading time, and protected departure lanes. Roads become clogged by military and civilian traffic. Hospitals must decide who can be moved. Commanders must choose whether escorts protect evacuation ships or remain to support the ground battle. Some units hold positions because those positions cover a runway or transit route, not because the ground itself has lasting value. The military map marks a corridor. The population experiences a narrowing chance to survive. Occupation begins when the invader stops treating the surface as a collection of targets and starts treating it as a system to be controlled. That means checkpoints, patrol routes, communications, detention sites, repair facilities, supply depots, local headquarters, and rules for dealing with survivors. It may also mean controlling labor, resources, transportation, and information. A flag over a command building proves that one building has a new flag. Stable occupation requires enough force to make thousands of smaller decisions across territory the army cannot observe continuously.
The Covenant often avoided long occupation of human worlds because its war aims did not require consent or reconstruction. Much of its infrastructure remained aboard ships or at established imperial centers. Ground forces secured relics, defeated defenders, and prepared the way for bombardment. This made Covenant planetary warfare fast and devastating, but it also meant local control could be shallow where the fleet moved on. Survivors could remain in remote areas, underground facilities, oceans, or regions the attackers had little reason to search. The Banished developed a more visible occupation model. Their dreadnoughts can deploy drop-bases, artillery, and prefabricated infrastructure rapidly. Once established, Banished outposts support communications, salvage, repair, fabrication, detention, excavation, and control of transportation routes. They do not merely destroy enemy equipment. They break it down for feedstock, adapt it, and return some of its material to war. Their occupation is therefore logistical as well as territorial. The conquered landscape becomes part of the supply system.

Strategic consequences
Zeta Halo demonstrates that method at campaign scale. After the ambush of the United Nations Space Command Infinity, scattered survivors reached the ring without the fleet support that was supposed to sustain them. The Banished seized key sites, constructed or expanded outposts, controlled routes, tracked resistance, repaired equipment, processed prisoners, and supported excavation of Forerunner facilities. Their dominance did not come from watching every meter of the ring. It came from controlling the nodes that allowed organized forces to move, communicate, repair, and concentrate. Even that occupation remained incomplete. Human survivors formed local strongpoints, hid in the terrain and Forerunner structures, recovered supplies, and attacked isolated positions. The ring’s own systems introduced hazards and opportunities beyond Banished control. Occupation reduced the resistance’s choices without eliminating agency. Every checkpoint created a target. Every depot gathered valuable supplies in one place. Every prisoner movement exposed a route. The infrastructure that made occupation possible also gave resistance fighters a map of what the occupier could not afford to lose.
Planetary invasion therefore proceeds through a chain of control, not a single descent from orbit. Slipspace arrival creates access. Space control protects the fleet. Orbital suppression opens the atmosphere. Landing forces create a foothold. Logistics turn the foothold into a campaign. Command networks coordinate expansion. Occupation infrastructure converts military presence into control over movement, resources, and people. Break any link, and the invader may still win battles while failing to secure the world. The final measure is not whether troops reached the surface or whether the defending flag came down. It is whether the attacker can sustain its purpose after the dramatic part of the invasion has ended. Reach fell because the Covenant broke the connected defense system that kept its fleets, guns, and ground forces mutually supporting. Regret failed to conquer Earth because a breach and a carrier over one city were not enough. The Banished held much of Zeta Halo because they built the depots, checkpoints, prisons, and repair sites required to make victory persist. A world is not occupied when the first dropship lands. It is occupied when the people below must organize their lives around what keeps arriving after it.
