Truth, Mercy, and Regret: The Prophets Who Destroyed Their Covenant

Truth, Mercy, and Regret rise to become the Covenant’s final ruling Hierarchs by discovering a secret that could destroy the empire: humanity’s existence contradicts the religious story supporting the Great Journey. Instead of revealing that truth, they reshape it into a justification for extermination. This episode examines the three Prophets as political leaders whose choices transform theological crisis into twenty-seven years of war. Regret is impulsive and aggressive, eventually bringing an insufficient invasion force to Earth and dying on Delta Halo. Mercy represents an older religious establishment increasingly overshadowed by Truth’s ambition. Truth becomes the great manipulator, using the war and the Sangheili-Jiralhanae rivalry to consolidate authority before attempting to activate the Halo Array. Their greatest military failure is therefore political. By replacing the Sangheili, ordering purges, and concealing the truth even from their own commanders, the Hierarchs destroy the institutional trust holding the Covenant together. Humanity survives partly because the Prophets destroy their own empire while trying to preserve their power.
