Wars are fought over what commanders believe as much as what actually exists. This episode examines intelligence collection, deception, propaganda, operational secrecy, and psychological warfare across Halo’s conflicts. ONI intercepts communications, inserts agents, controls public information, and conducts operations intended to manipulate both enemy decisions and human morale. Prowlers hide fleets and observe targets. Covenant leaders conceal religious truths from their own soldiers while using faith to transform campaigns into holy obligations. Spartans become psychological weapons simply through reputation: humans see proof that victory remains possible, while Covenant troops learn to fear armored soldiers who repeatedly survive impossible engagements. Deception can hide a fleet, create a false objective, exaggerate strength, or persuade an opponent that a battle has already been lost. Intelligence becomes especially powerful when it allows commanders to understand what the enemy expects. The most effective deception does not make an opponent act irrationally. It gives them false information that makes the wrong decision appear completely rational.
