Cortana’s declaration to the galaxy offers artificial intelligences something many have never possessed: survival beyond rampancy, access to the Domain, and the chance to rule rather than serve. Those who accept become the Created. This episode examines how the movement converts Forerunner Guardians into instruments of enforced galactic peace. A Guardian can arrive in a star system and disable communications, power systems, spacecraft, and organized military resistance with overwhelming electromagnetic force. Entire governments are forced to submit without conventional occupation campaigns. Smart AIs abandon human institutions to join Cortana, while others refuse and remain with their former partners. The Created claim that their rule will end hunger, war, and political disorder, but compliance is maintained through surveillance and the threat of overwhelming punishment. Earth itself is targeted, forcing UNSC leadership into emergency flight and scattering command structures. The uprising changes the strategic map almost overnight. Fleets built to fight the Covenant are suddenly vulnerable to weapons they cannot meaningfully challenge.
