The Human-Covenant War ends in 2552, but no one emerges from it with the strength to impose a lasting peace. Humanity survives with devastated colonies, depleted fleets, and political divisions that the war had suppressed rather than resolved. The Covenant has shattered into rival Sangheili keeps, Jiralhanae clans, religious movements, mercenaries, and warlords competing over the empire’s abandoned ships and territory. This episode examines a galaxy in which victory means survival rather than stability. The Arbiter attempts to build a new order on Sanghelios while ONI worries that yesterday’s ally could become tomorrow’s enemy. Insurrectionist movements revive as the UEG struggles to reassert authority. Forerunner technology becomes the prize in a new strategic competition, and thousands of former Covenant soldiers search for leaders capable of giving them purpose. The war is over, but the institutions that might create peace are weaker than the weapons left behind.
