The Forerunner-Flood War was also a civil conflict over who should control the civilization’s remaining military power. Builders led by Faber supported the Halo strategy and had spent generations expanding their influence at the expense of the Warrior-Servants. The Didact and his followers favored shield worlds, conventional resistance, and preservation of the Mantle without galactic extermination. This episode examines how institutional rivalry became open conflict as the ecumene collapsed. Political maneuvering, arrests, exile, competing command structures, and battles over strategic installations weakened the Forerunners while the Flood expanded. The return of the Didact complicated those divisions further, especially after his imprisonment and psychological transformation hardened his attitude toward humanity. Builder authority fractured as Faber’s failures became impossible to conceal, while Warrior-Servants struggled to rebuild combat power too late to reverse the war. The Forerunners were not one unified civilization fighting the Flood. They were multiple factions arguing over how civilization should survive while civilization itself was disappearing around them.
