Faber, the Master Builder, turned the Halo Array from a desperate strategic proposal into the center of Forerunner military policy. As leader of the increasingly powerful Builder Rate, he combined engineering authority, political influence, and control over vast resources at a moment when Warrior-Servant power was declining. This episode examines how Faber supported the construction of the original Halo installations and the Arks that could produce and control them. The project promised a final answer to the Flood but challenged the Mantle itself by making galactic extermination a legitimate military option. Faber’s ambition extended beyond defensive necessity. He manipulated institutions, marginalized opponents, and used Mendicant Bias and the Halo installations in ways that increasingly blurred the line between strategy and personal power. His decisions contributed to the exile of the Didact, political crisis within the ecumene, and disasters that weakened the Forerunners before the Flood reached its greatest strength. The Master Builder created the weapon that would save life only by first killing it.
