The post-Covenant galaxy contains many powers strong enough to conquer territory and none able to establish uncontested rule. The UEG retains institutions and industry but has been weakened by war, rebellion, and the Created occupation. The Swords of Sanghelios possess legitimacy among many keeps yet still face rival faiths, regional loyalties, and external attack. The Banished offer military momentum and a flexible coalition, but their order is built on domination, spoils, and powerful personalities. Created remnants, Covenant cults, criminal worlds, independent colonies, surviving Forerunner machines, and the emerging Endless further complicate every balance. This episode compares the resources that make rule possible: fleets, logistics, technology, political legitimacy, alliances, and a story people accept about why authority should be obeyed. The Covenant once supplied all of those through religion and force, then collapsed when its central lie became impossible to contain. The next galactic order will belong not merely to the strongest army, but to the faction that can survive victory without destroying the coalition that produced it.
