The Swords of Sanghelios emerged from Thel ’Vadam’s attempt to rebuild Sangheili power without restoring the Covenant’s lies. Drawing on the name and ideals of an older alliance of keeps, the Arbiter united warriors who supported a formal union of Sangheili worlds, cooperation with humanity, and political reform after the Great Schism. This episode examines the difficulty of turning a wartime coalition into a durable order. The Swords had to defeat Covenant remnants, manage rival keeps, restore industry, and persuade a culture shaped by millennia of imperial service to accept new relationships with former enemies. Their victories at Sunaion and elsewhere broke Jul ’Mdama’s position, but did not end every feud or fundamentalist movement. The organization also expanded military roles and pursued new technology rather than simply scavenging the Covenant’s remains. The Arbiter’s larger vision points toward a Concert of Worlds, but the Swords remain specifically Sangheili. Building a new order requires more than winning the civil war; it requires creating institutions people will follow after the hero is gone.
