Beyond the familiar client species stood the Covenant Fringe: civilizations never granted full membership but exploited for whatever specialized value the empire could extract. This episode examines the Yonhet, traders and smugglers useful for acquiring rare goods; the aquatic Dazreme, whose ocean world concealed Forerunner cities and knowledge the Prophets guarded closely; and the Sharquoi, immense collective beings whose altered biology made them potential weapons under centralized control. These peoples occupied the lowest political tier, often confined to their home regions, supervised by Covenant agents, and excluded from the promise of status available through military service. Their obscurity was deliberate. The San’Shyuum restricted information, concealed strategic worlds, and sometimes ensured that even Covenant personnel learned as little as possible. After the empire collapsed, humanity possessed only fragments of intelligence about how many Fringe societies existed or what they had endured. The Covenant was larger and stranger than the armies seen on its front lines, and many of its hidden peoples remain only partially understood.
