The Covenant presented itself as a sacred union of species traveling together toward the Great Journey, but its stability depended on hierarchy, controlled knowledge, and overwhelming force. This episode examines the empire created by the Writ of Union between the San’Shyuum and Sangheili, then expanded through conquest and unequal incorporation. Prophets interpreted Forerunner relics and doctrine, Sangheili commanded fleets and armies, and other species were assigned military or labor roles according to a rigid caste order. Ministries overlapped in responsibility, encouraging rivalry while keeping authority close to the hierarchs on High Charity. Faith gave the empire a shared purpose, but it also made dissent heresy and transformed military campaigns into acts of religious obedience. Humanity became the target of extermination because the truth of its relationship to the Forerunners threatened the political theology holding the Covenant together. The empire’s power came from making conquest appear sacred; its fatal weakness was that the entire system depended on a lie.
