The Arbiter and the Sangheili: Honor Inside a Broken Alliance

The Arbiter is both an office of religious punishment and the identity through which Thel ’Vadam transforms from Covenant commander into one of humanity’s most important allies. This episode introduces the Sangheili as a warrior species organized around keeps, lineage, military service, and a demanding code of honor. Their prestige made them the Covenant’s principal soldiers and fleet commanders, but it also placed them in direct competition with the Prophets who feared their independence. After the destruction of Alpha Halo, Thel is disgraced, stripped of rank, and sent on missions expected to end in death.
