The Spartans are not one program but several generations of super-soldiers created for different wars. This episode traces the path from Project ORION and the SPARTAN-I soldiers to the abducted children of the SPARTAN-II program, the massed and often expendable SPARTAN-IIIs, and the adult volunteers who became SPARTAN-IVs. Each generation combines biological augmentation, extreme training, advanced armor, and missions ordinary forces are unlikely to survive. The episode also confronts the moral foundation of the programs. The Spartan-IIs were conceived during the Insurrection, long before the Covenant gave humanity a threat that could be used to justify their creation after the fact. Later programs sought greater numbers, lower costs, and more sustainable recruitment, but continued to ask how much a government could demand from individuals in the name of survival. Spartans became humanity’s last hope because they repeatedly achieved the impossible, yet their existence also reveals the desperate choices made before extinction was ever certain.
