Activated by Exarch Jonah Levin in 3135, the plan withdrew surviving Republic power into a compact core around Terra protected by the mysterious Wall. This episode examines the military logic and political cost of that decision. Levin concentrated troops, technicians, archives, industry, transport, and supplies inside roughly thirty-five worlds while dissolving the wider prefecture structure and abandoning most Republic territory to local factions and foreign powers. As a military operation, the Fortress worked: Terra survived, the core rebuilt, and the Republic Armed Forces gained years to reorganize. Politically, it divided the meaning of loyalty. Soldiers and citizens outside the Wall had served the same Republic yet were left to defend themselves, often forming remnants or joining new states.
